COURSE DESCRIPTION
This course examines the structure, functions, and performance of local government systems across different countries. It adopts a comparative approach to analyze decentralisation, governance frameworks, administrative practices, fiscal autonomy, and service delivery at the grassroots level. Emphasis is placed on comparing Nigeria’s local government system with those of developed and developing countries such as the United Kingdom, United States, India, and South Africa.
COURSE OBJECTIVES
At the end of this course, students should be able to:
- Understand the concept and evolution of local government systems globally
- Analyze different models of local governance
- Compare local government structures across countries
- Evaluate the effectiveness of decentralisation policies
- Examine challenges facing local governments in Nigeria and other countries
- Assess fiscal autonomy and intergovernmental relations
- Apply comparative analysis to improve local governance in Nigeria
